Norfolk's Gentleman's Clubs Anchor the Navy Town Tradition

Norfolk has hosted a gentleman's-club scene since the Navy base made the city. The East Ocean View and Little Creek corridors have the longest-running clubs — Paper Moon and a handful of other rooms operate there — with the format cycling topless-with-alcohol consistent with Virginia law.

The Hampton Roads enforcement climate has tightened over the past fifteen years, and the older waterfront strip-club density is smaller than it once was. The clubs that remain are the ones that stayed compliant and ran clean.

Navy base access rules affect how service members spend off-hours — expect weekends to carry most of the traffic and midweek nights to be slow. Uber in, Uber out; the industrial-area parking is uneven.
